Assessing Cultural Orientation

The provision of Cultural Orientation (CO) is one of the services required in the Cooperative Agreement between Resettlement Agencies and the United States Department of State Bureau of Population, Refugees, and Migration (PRM).

The resources below support CO providers and their supervisors at Resettlement Agency field and affiliate offices to develop and use assessment tools that are appropriate to their needs and capacity.

The Cultural Orientation Assessment Handbook

PRM requires that CO programs in the United States assess student learning after CO instruction and recommends the use of the Model Assessment (see below). However, Resettlement Agencies are encouraged to work with local resettlement offices to establish a feasible assessment approach that makes sense within their networks.

The Cultural Orientation Assessment Handbook offers guidance on using the Model Assessment to determine the extent to which each refugee client has learned the essential information and skills taught in CO.

Objectives and Indicators

These documents specify the topics that should be covered and information that should be conveyed to refugees during overseas and domestic CO. The objectives and indicators for CO were developed by the Cultural Orientation Working Group and approved by PRM in 2012.

Written Model Assessment

The written Model Assessment is intended for use with refugees who are literate, have good language skills in the language of the assessment, have had at least some formal secondary education, and have a demonstrated ability to complete written work.

The person conducting the assessment should remove the first page before giving the assessment to the refugee.

Training Module for Administering Model R&P CO Assessment

This interactive, online simulation offers CO providers an opportunity to practice conducting and scoring the oral Model Assessment prior to administering the assessment with refugees.
